…Challenges detractors, invites independent probe of records

The Executive Chairman of the Delta State Universal Basic Education Board (D-SUBEB), Hon. Samuel Mariere, has strongly denied allegations of financial impropriety and contract manipulation, describing the claims as false, malicious, and baseless.
Addressing journalists during a press briefing at the Board’s headquarters in Asaba, Hon. Mariere responded to reports suggesting that contractors were being compelled to make illicit payments in exchange for project approvals and certifications.
He categorically stated that neither he nor any member of the Board had ever demanded or received kickbacks, inducements, or illegal payments from contractors.
“These allegations are completely unfounded. No such demands were made by anyone in this Board,” Hon. Mariere asserted, flanked by Permanent Secretary, Mr. Byron Unini, and a Board member, Comrade Onome Akpoherhe.

He revealed that an emergency meeting with contractors was held on August 19, during which several contractors publicly affirmed that no unofficial payments were requested or made. These testimonies, he noted, are on record and available for verification.
Speaking on the achievements of the Board, the Chairman presented the performance report for the June–August 2025 quarter, highlighting significant strides in infrastructure, teacher training, digital education, and inclusive learning.
Key achievements highlighted include: 90% of approved projects completed, with all contractors fully paid, 162 new classrooms constructed and 491 classrooms renovated, 164 VIP toilets and 5 solar-powered boreholes installed and the training of 5,511 teachers in digital literacy, leadership, and inclusive pedagogy.
Other achievements include: over 167,000 textbooks distributed, in addition to tablets, laptops, and interactive learning boards, 218 community tutors deployed to underserved areas to bridge learning gaps and 2,000+ “out-of-school children” re-enrolled through targeted advocacy campaigns.

He also provided updates on the Orogun SMART School project, a UBEC-sponsored digital campus, commending its potential to revolutionize basic education in the state. While acknowledging ongoing challenges such as road access and staff accommodation, Mariere assured that approved interventions were already in motion.
Reaffirming SUBEB’s commitment to transparency, Hon. Mariere called on the media, civil society organizations, and relevant oversight bodies to independently verify the Board’s procurement documents, audit reports, and project sites.
“Our records are open for inspection. We are committed to running a transparent and accountable institution,” he stated.
The Chairman also took a moment to celebrate Delta State’s stellar performance at the World Basic School Debate Championship in Qatar, where five student delegates made the state proud. In recognition of their achievement, Governor Sheriff Oborevwori awarded each student ₦20 million — a gesture Mariere described as a bold investment in youth excellence.
Fielding questions from reporters, Hon. Mariere reiterated the Board’s alignment with the MORE Agenda of Governor Oborevwori, promising sustained improvements in teacher capacity building, school security, infrastructure, and student welfare.
“We remain focused on transforming public basic education across Delta State. With the visionary leadership of Governor Oborevwori, we are well positioned to deliver more impactful results for Deltans,” he added.
The press conference was attended by heads of departments of the Board, who lent their presence to the Chairman’s statements and progress report.
